	本报济南8月5日讯 省政府新闻办今天下午举行新闻发布会，介绍山东纵深推进反诈三年行动，以务实举措筑牢民生防线情况。今年以来，全省各级各有关部门纵深推进打击治理电信网络诈骗三年行动，全省发案数、损失数环比保持下降态势，打击治理工作取得明显成效。

      

      
	　　省公安廳副廳長、一級巡視員，省打擊治理電信網絡新型違法犯罪工作廳際聯席會議召集人戚思宇介紹，全省各級各有關部門在組織推動方面，突出政府領導、行業主責、部門參與，全力構建全社會抓反詐工作格局。在防範反制方面，全力攔截詐騙電話和短信，持續提升電訊大數據智能分析效能，搭建14類和128個文本模型，日均攔截詐騙電話3.17萬個、短信4.56萬條；強化涉詐資金監測分析，與省內31家銀行搭建801個聯動模型，快速發現處置涉詐資金交易。在協同共治方面，強化賬戶分類分級管控措施，排查存量賬戶7.4億次，對確認異常賬戶采取控制措施；組織運營商對全量境外來電、短信進行閃信提醒，提供關閉境外來電和短信服務。在破案打擊方面，深入開展“雲劍”“斷卡”等專項行動，抓獲犯罪嫌疑人1.34萬名；組織開展打擊黑灰産集中會戰，發起集群戰役80批次，抓獲嫌疑人6935名，繳獲作案設備574件套；深挖涉詐現金和黃金線索，攔截線下現金和黃金交付，日均避免損失150余萬元。

      

      
	　　及時發現潛在受害風險，對可能遭受電信網絡詐騙侵害的群衆進行勸阻提醒，在犯罪分子得逞前阻斷犯罪實施，是有效避免此類案件發生、保護人民群衆財産安全的關鍵措施。近年來，公安機關強化警、信、銀、企四方協作，及時識別預警涉詐風險，協同勸阻電詐潛在受害人，攔截被騙資金，今年全省已發布預警信息938.6萬條，預警發現能力顯著提升；全省1.8萬名民輔警和5.5萬名網格員、高校學生等公益力量聞令即動，確保預警信息快速響應落地，及時勸阻受害人；綜合采取“短信+智能語音+人工電話+上門勸阻”四種措施，依據預警指令等級和類型，分級分類對潛在受害人進行勸阻提醒。今年以來，全省電話預警112.9萬人次，上門深度勸阻113.1萬人次，避免群衆損失17.3億元，勸阻成功率達到99.99%。

      

      
	　　今年上半年，省通信管理局反詐平台能力大幅提升，涉詐電話發現能力增長2.8倍，涉詐App發現能力增長52%，向公安機關推送預警線索219萬條，協助打掉各類詐騙窩點400余個。同時，全力整治“利用虛擬號碼詐騙擾民問題”，清理違規號碼千余個。上半年，山東涉案電話卡數量同比下降34.7%。

      

      
	　　今年以來，中國人民銀行山東省分行組織全省商業銀行依法處置涉詐賬戶1.7萬戶，排查涉詐關聯賬戶6.4萬戶，對中高風險客戶開展強化盡職調查31.5萬人次，協助公安機關凍結資金9.19億元，切實保護人民群衆財産安全。

      

      
	　　戚思宇表示，山東反詐工作取得了階段性成效，但面臨的電詐犯罪形勢依舊嚴峻複雜，打擊治理工作任重道遠。今年是打擊治理電信網絡詐騙三年行動第二年“深化攻堅年”，全省各級各部門將全力抓實打防管治宣各項措施，堅決打贏反詐人民戰爭。（大衆網）
